Board of Directors
Overview
SD1 is governed by an eight-member citizen board of directors. Directors serve four-year staggered terms. County representation is based on the populations of the three counties that comprise SD1. The Kenton County judge executive appoints four directors and the Boone and Campbell county judges executive each appoint two directors.

Board Members
Jason Finch, President / Kenton County
Jason Finch was appointed to the SD1 Board of Directors in December of 2021.
After graduating from the University of Tennessee in 2000 with a bachelor's degree in Psychology, Mr. Finch began his career in outside sales before entering the homebuilding industry in 2004 with Centex Homes in Nashville, Tenn.
Currently, Mr. Finch is Market President for Northern Kentucky Division of Fischer Homes. He joined the Fischer Group in April 2013. Since 2013, he has served as Sales Manager, Division Manager, and Market President.
He and his wife, Laura, live in Villa Hills with their four children - Anderson, Lucas, James and Cecelia.
Robert Horine, Vice President / Campbell County
Robert Horine was appointed to the SD1 Board of Directors in June of 2015.
Mr. Horine has 38 years of diverse experience in both the public and private sectors. He most recently served as county administrator for Campbell County Fiscal Court. Previously, he worked in management and planning at Cincinnati Bell, the City of Covington, Northern Kentucky Area Planning Commission and KZF, Incorporated.
Mr. Horine has a master’s degree in community planning from the University of Cincinnati and a bachelor’s degree in urban studies from the University of Kentucky. Robert is a graduate of Leadership Kentucky and has served many organizations committed to improving the quality of life throughout Northern Kentucky and Greater Cincinnati.
Katie Nolan, Secretary / Boone County
Katie Nolan currently resides in Boone County with her husband and youngest daughter. Her older two children are currently attending the University of Cincinnati and University of Kentucky.
Mrs. Nolan attended the University of Louisville, where she received her Bachelor of Science and Master of Engineering in Civil Engineering. She is a registered engineer in Kentucky and Ohio and is currently working at Gresham Smith as a Senior Project Engineer and Ohio Operations Manager.
Mrs. Nolan previously served on the Boone County Urban Forest Commission as well as the Boone County Planning Commission. She is an active member of the KY/TN sections of the Clean Water Professionals and American Water Works Association.
Russ Horsley, Treasurer / Kenton County
Russ Horsley is a retired officer in the United States Navy and has extensive experience in engineering, maintenance and utility operations management in the pulp, paper and chemical processing and manufacturing industries.
He earned his Bachelor of Science in electrical engineering from North Carolina State University and his Master of Science in systems management from the University of Southern California.
In addition to his service on the SD1 Board of Directors, he serves the community as a member of the Board of Overseers of the historic Linden Grove Cemetery and Arboretum in Covington. Mr. Horsley lives in Covington with his wife Barb and enjoys spending time with his three children and six granddaughters.
Jill Bezold, Director / Kenton County
Mrs. Bezold was born and raised in Edgewood, where her parents and siblings still reside. Jill and her husband have three children and live in Walton.
Mrs. Bezold earned her Bachelor's Degree in Nursing from Northern Kentucky University in 2010. She worked as a medical assistant for seven years and as a Registered Nurse for six years prior to being named Executive Manager at Arlinghaus Builders in 2017.
She serves on the board of the Building Industry Association of Northern Kentucky and is a member of the Northern Kentucky Medical Reserve Corp. She previously has served on the school board for St. Joseph Academy (Walton) and is a Certified Pediatric Nurse.
She currently lives in Walton, Kentucky, with her husband and three children.
Beth Germann, Director / Kenton County
Beth Germann is a CPA/PFS with 20 years of experience in public accounting. She currently works in Cincinnati at Barnes Dennig with a focus on wealth management and tax compliance. She has lived in Crescent Springs for the past 12 years with her family.
Mrs. Germann graduated cum laude from Xavier University with a Bachelor of Science in Business Administration in Accountancy, and then earned a Master of Business Administration from Xavier University. She serves her community of St. Joseph Parish through a seat on the finance committee. She has been a coach for Girls on the Run and currently advises their finance committee as well.
Her interests include running, yoga, book reading and travel planning. She spends much of her free time enjoying the activities of her 3 children, Jackson, Gretchen and Jacob.
Jack Scott, Director / Campbell County
Since 1971, Robert Jackson (Jack) Scott III, has worked for Terracon Consulting (formerly H.C. Nutting Co.) as a professional geologist, project manager and engineering consultant. He was instrumental in the founding and transition of Terracon from H.C. Nutting Co. (HCN) and held senior management positions at HCN and Terracon for 30 years.
Mr. Scott received a bachelor’s degree in Geology from Hanover College and pursued civil, geotechnical, environmental and mining engineering at the graduate level at the University of Cincinnati and West Virginia University. An active member of his community, Mr. Scott is involved in numerous public and private charities and organizations, including Spirit of Construction, the Rotary Club of Cincinnati and the Campbell County Extension Council, among others. He serves in leadership positions for 12 of these associations, including SD1.
Currently, Mr. Scott resides in Campbell County with his wife Sue.
Jack Wells, Director / Boone County
Jack Wells is a business professional with more than 37 years of operational and executive experience. Jack founded Emerald International Corporation in 1991. Emerald has shipped over 30 million tons of coal throughout the world. Under his leadership, Emerald has grown to become one of the largest exporters of U.S. coal through the lower Mississippi River. Over the years, Emerald has landed on the list of Top Private Companies in the Cincinnati area.
In 2013, Jack co-founded Boone County Distilling Company. The company produces Kentucky Bourbon Whiskey, Bourbon Cream, and other spirit-based products. There are approximately 2,500 barrels of bourbon aging in its on-site rickhouse. The distillery is on the Kentucky Bourbon Trail Craft Tour and welcomed over 20,000 visitors last year. In 2021, the distillery completed a $2 million expansion to include an event center.
Jack is a graduate of West Virginia University, has two sons, and resides in Union, Kentucky with his wife, Susan.

Late Payments / Water Disconnection / Water Service
If you are sending an email regarding a late payment, possible water disconnection or your water service being restored, please call SD1’s main office at 859-578-7450 and select Option 3 during regular business hours to ensure your request is taken care of in a timely manner. SD1’s business hours are Monday through Friday, 8 am to 4:30 pm.
Emergencies
For emergencies such as flooding, basement backups or odors, please call at 859-578-7450 and select Option 1. Staff members answering emergency calls cannot address billing questions or take payments.
